The European Commission confirmed on 11 August 2026 that Regulation (EU) 2025/40 applies from 12 August. It covers packaging placed on the EU market and advances reduction, recyclability, recycled content and reuse. For cleaning products, the practical task is traceable packaging data, not a new slogan.
The first table should separate sales, grouped and transport packaging and record materials, weights, supplier versions and markets for bottles, caps, pumps, labels, films, cartons and pallets. “Plastic bottle” or “recyclable” alone is not enough because components and collection systems affect the conclusion.
A second table should map legal milestones to design freeze, packaging samples, compatibility checks, label review, first production, supplier changes and market launch. Obligations are phased, so each project must check packaging category, operator role and destination rather than assume one date fits all.
Eurostat shows the scale and material diversity of packaging waste, while ISO 18601 provides a general packaging-and-environment assessment framework. They help structure data but do not replace legal analysis or turn an internal assessment into certification.
