China’s national-standard platform shows that GB/T 19877-2026, Special Cleaner for Personal Use, was issued on 27 February 2026 and takes effect on 1 September 2026. A revision first changes the applicability review. The three older parts addressed special hand wash, bath agents and soap. The new single number does not mean that every clause can be assigned by product name alone. Teams should identify intended use, dosage form, sales market and current label, then have compliance and testing specialists map the formal text to the project.
The second step is version mapping. Product ID, formulation version, ingredient list, packaging artwork, label claims, declared standard, test reports and sales batches must remain traceable to one another. Replacing only the standard number on a label can leave the website, package, test basis and production files on different versions.
The third step separates cleaning from other efficacy claims. China’s medical hand-hygiene specification distinguishes handwashing from hygienic hand disinfection, while public guidance explains washing with soap or hand wash through defined steps. These sources show that tasks and claims have boundaries; a product name or general hygiene advice cannot become a numerical antibacterial, medical-use or population claim.

The fourth step manages timing. The standard enters project decisions on its effective date, but inventory, existing batches, contracts and transition arrangements across markets cannot be resolved by one industry article. Decisions to continue, revise or add evidence need the applicable rules, contractual terms, regulatory requirements and professional review, each with an owner.
The most practical action on 1 September is therefore a revision checklist: applicable products, product and packaging versions, test basis, claim evidence, inventory batches, channel pages, owner and completion date. A standard number is an index; reliable information depends on every fact returning to the correct version.
